At least the laptop fan isn't running itself to death. The windows update process "wuauserv" was completely consuming the single core CPU so that the machine would do nothing in W7 unless wuauserv was disabled. - Restart the computer.
- Of course this meant that when I attempted to convert to W10, the installer would hang when it reached the "Checking for updates" part of the installation process.
- Hold the Windows Key and Press R.

Universal plug and play obviously shouldn't be doing this (Still is). Hover your mouse over the svchost process and you'll get a popup showing you which services are running under that process.

In other computers, the svchost.exe high usage problem may occur when Windows searches for updates (in the background). At idle, my cpu runs at 50+ to 70+ and hits over 90/100 if during game play.
