So I have temporarily shut off Windows Update - I had previously configured it to "Download Updates but let me choose when to install them". Took the actions suggested by rdsok.

I have tried to stop and disabling the Windows Update service but the problem seems to be something else.I have deployed two different computer models with the same problem. My Vista machine runs 67 services inside only 16 svchost.exe processes. you can at least get back to "now" if it doesn't work.
Either Microsoft is deliberately making life difficult for Windows 7 users or the folks that manage Windows Update are not as competent as they used to be. So you will likely not get much of an answer here and even if someone does know about the issue no one here can fix it for you. Fortunately we were able to get an update from the developers which ultimately resolved this problem. - And, with a little research, I learned a bit more about the svchost.exe process and how to tweak the default Windows setup in that regard.
- Microsoft has done something with their update servers lately.

The best I can do now is keep manually stopping the process every time it crops up again every few minutes.
Create a new svchost group called Telephony Open regedit and navigate to HKLM\Software\Microsoft\Windows NT\CurrentVersion\svchost. We believe the CPU usage is because DsmSvc is attempting to query device metadata online, and in our case the URL that it's querying is actually blocked by our upstream service and now of these are using any cpu right now.
