I have been having this problem for a few days now. https://answers.microsoft.com/en-us/windows/forum/windows_7-files/start-all-programs-displays-empty-program-folders/1a2e09a2-5664-e011-8dfc-68b599b31bf5

Interesting that Microsoft has not gotten around to fixing it yet. Sat May 02, 03:44:00 PM PDT Anonymous said...

if things dont go right, they blame the OS not them foolish selves.Being a beta rtm user and you found this fault, did you report it to Microsft? Had the same problem.Strangely, all my shortcuts were back after I removed (moved/deleted) all entries from both (My and All Users) folders and restarting Explorer.exe Thu May 07, 11:18:00 AM PDT and it took me sometime to find it!!!!! good write up!
