After a certain amount of time (hard to gauge) the refresh stops working properly. If it's of occasional use, leave it disabled at startup and launch it as needed. E.g. You signed in with another tab or window.
Or if already there, going 'sane.'Did you see what kind of bits an etrecheck report shows? the comp uses almost 2 GB RAM and i have to dllhost.exe process running, It... If that gets nowhere try enabling Boot Logging in msconfig. Low level hw access while the system is coming up might confuse it.

So, starting the app does not work but code replacement is working. It quits after 3 seconds or so and everything runs normally. You now have a choice.
